It seems that I have created the Rule incorrectly. Problem is I don't know how to create the XPath correctly to get the Display Name associated with the value. Here is how I created the Rule.
I created a test InfoPath doc with 2 fields (field1 and field2). field1 is a drop down and field 2 is a text box. field1 gets it's data from the ...

I see your point, but my results from my watch window appear to be pretty much the same. I've changed my Web Service to reflect dataset2 instead of dataset1 for differential purposes.
Dim domFoo As IXMLDOMDocument2 = CType(thisXDocument.GetDOM(''SelectEmployeesWithHardwareSoftwareRequest''), IXMLDOMDocument2)

Sure!
Except... did you mean drop-down list rather than menu?
1. Drop-down list:
I assume the ddl is bound to some field in your IP form (or it could be a variable), i.e. its value (whatever is selected) is stored somewhere.
Then go to your conditional section, Properties, Display, Conditional Formatting.... Add a new condition. For ...

IMPORTANT 1:
It is good practice to set EVERY namespace used in your data source, whether you use them or not. This saves headaches later when you decide you need to access other fields, but never set the namespace required to access for them.
IMPORTANT 2:
Also, any ''default namespace'' -- one without a prefix, should ALWAYS have a prefix added ...

Again... I'm only guessing... I really don't have a real answer for you... I'm just hoping to help you stumble onto the solution.
I know secondary data sources are essentially second-class citizens in InfoPath right now. There's a lot of things grayed out for them that aren't for the main data source.
Patrick asks whether your table that you ...

Ah yes it is from a secondary data source. Could this be the reason I am unable to export? And if so, how do I go about exporting this data?

Actually it does help. InfoPath creates a form template for publishing and not a form. For example in Word, the Document would be like the form template, and the saved document would be like the form. When you're in Sharepoint, a normal Document Library would consist of a single or multiple forms that someone might have uploaded to a central ...

I believe that .Net has already declared these items that you mentioned.
The point I'm at currently is: I have the following 2 statements
Dim domFoo As IXMLDOMDocument2 = CType(thisXDocument.GetDOM(''SelectEmployeesWithHardwareSoftwareRequest''), IXMLDOMDocument2)
domFoo.setProperty(''SelectionNamespaces'', ...
