I use the following VB code in an InfoPath project to count the difference in weeks.
TextBox1.Text = ''Weeks from today: '' & DateDiff(''w'', date1.Text, date2.Text)
You should be able to change the ''w'' to ''y''. Of course I don't have the InfoPath objects referenced in this example.

1. Yes it is possible to do this kind of application with InfoPath and c#.
2. You dont need to call webservice through c#. You can call it with InfoPath itself, and populate InfoPath's main xml with the data.
