So - the verify template message is coming from the design checker - if you are publishing a browser form, that would be the URL for InfoPath Forms Services. If you go to File > Info > Design Checker, and make sure Verify on the Server is checked, what errors / messages do you see?

If the user has not saved changes in the form they are filling out, and if you are using InfoPath Filler (i.e., the client application, not filling out the form in a web browser) when you add a rule action of "Close the form" you have the option of prompting the user to save their changes. See attached, which is from a browser form, thus ...

Since this is a list form, it will always open in the browser. But regular InfoPath forms can also be set to be used in Filler. You might try previewing the form anyway from the designer and see if it behaves differently in preview vs. the browser. You might want to try putting all the sections in the same table row rather than having each section ...

Feel free to attach a copy of your form under the Options in a reply if you'd like a hand. I do suggest you try setting colors on everything to help find the culprit. Is this in the browser or filler?

A lot of times this has to do with layout tables. If the row height isn't set to auto you may have white space. The height on the sections also needs to be set to auto. I usually take a color highlight approach to tracking these things down if I can't find them - set the fill on the section to one color, the fill on the table to another ...

There is a close form rule action.... I think it has an option about prompting / not prompting the user on unsaved changes. Does that work for you?

Oh and if you are trying to copy / paste from one table to another (like you have a whole table row on your clipboard) sometimes it helps to type some text in the target table row, then select the text, then paste the row that is on your clipboard. Sometimes it doesn't. InfoPath's layout table handling is a mystery. :)

It is a bug and it is horrible. I have this happen all the time in tables where the background color of cells is removed, often in cells where I have a dark background and white text so the text also looks like it has disappeared. I am super cautious about Ctrl + Z at this point. I've also had ridiculous struggles with layout tables randomly ...

Not possible. Add your section then use cut and paste to paste the things you need to hide into it.
