I can't see your screenshot. Can you just attach as an file under Options in a reply? What happens if your click that link you posted that shows the filtered URL -- are the results in IE what you expected?
It almost sounds as if when you first created your owssvr.dll data you didn't have any data in your list... since your schema sounds ...

Any chance you can attach your template to a reply? Under the Options tab is a place to attach a file....

The command would actually be:
concat("FilterOwssvr /dsname=FilterOwssvr /filter=Protocol_x0020_Numbers /value=", Study Number)
Yes, you will need to select the Study Number field using "Insert Field or Group". Put your FilterOwssvr data source on the form and preview. Enter text for the study number and click your button and ...

If it isn't a huge table (so the data load doesn't slow your form down) add a secondary data connection to the table that has the additional info you want to display. Put controls on the form bound to the data field and add a filter to the repeating table or section (whichever you decide to use) to display only the details for the selected ...

You are going to need to find out the correct name for your column. Did you try step C on Page 2 of the PDF? Can you post a ...

Right click the link in the header and save the file locally. Right click the saved file and select Design to open in design mode, where you can preview the form. You'll want to take a ...

Not that this info is terribly helpful, but on my VM I have no issues. This is a clean install of Win 7 / Office 2007, however, not an upgrade.

InfoPath doesn't let us specify which field in a repeating table we want to copy to, so that's an issue. qRules does -- the command you'll want is SetValue.
For example:
concat("SetValue /xpath=my:myFields/my:group1/my:group2/my:field4[../my:field3='", field1, "'] /value=", field2)
You may need ...

I don't understand why you are using code for this? Is the button inside the repeating section? I'm pretty sure that you can use a rule to set a field's value and it will only set the current field, as long as the button is inside the repeating section....
