What are the actions on some of the missing rules? Do they just set a field's value or something?

I can't be 100% certain, but it seems to be action rules only, and only action rules that have a condition. Although some of the rules that DO display properly also have conditions. I didn't even have to save the form in IP 2010, just when I "Design" the 2007 template not all the rules are showing up. Snippet attached.

I just had a test form with one field and when I get that working, I'll incorporate it and more REST connections to the much larger and in depth form. Hi, a few users have issues with Google Chrome and Infopath Browser forms. The top menu (Submit / Save / Save As etc) is greyed out and instead just shows Commit / Clipboard / Views. Works fine in Edge. Any ideas ?
