First, please drag the Error node from the Qdabra Rules data source onto your form - it will help you debug these issues by providing error info.
I think you are missing a parameter:concat("SetValue /xpath=/my:Referral/my:LegislationDetails/my:LegislationRecord/my:legislationcat /value=", legislationcategory)
That command should set ...

I'm pretty sure IP is going to helpfully put that publishUrl attribute back when you save the xsn (unless you do it without using the designer).
It seems like the type of issue clearing the cache could resolve - but was it a full trust template? Was it installed on the user's machine? If so, there will be registry entry....

My guess would be your filter is incorrect:
Delete /xpath=/my:Referral/my:LegislationDetails/my:LegislationRecord[legislationselected='true']
I'd expect:
Delete /xpath=/my:Referral/my:LegislationDetails/my:LegislationRecord[@my:legislationselected='true']
Or:
Delete ...

Did switching to running on the change of the finishedLoading event solve the issue for you? You are right - we don't seem to have info in the user guide on that - I'll let Ernesto know.
In general, it has to do with order of operation - rules run before code, and qRules commands are code based.

Nothing unusual about this at all - this is the internal name that SharePoint is using for the column, with the space value converted to SharePoint's own 'special' encoding. You may find the highest rated answer to this post on the SharePoint StackExchange site informative.

You know what? I'm being silly.
Why not just use a regular button? It would work fine, and you wouldn't have to change your data source. I'm attaching a simple sample - right click the link in the post heading, save the template locally, right click the saved file, open in design mode and preview.

I think that's what I'd do in this scenario - add another field to your table, a placeholder, called Selected or something. Then walk through the data connection wizard again to update the form data source. Then you should be able to bind a control to it - with the control in the same repeating node as the Key Field, it is easy to get the ...

Yup, that should have gotten the form out of the cache.
I'm sorry - I really can't think of much else. In case it is any help - my basic troubleshooting involves first narrowing down if it is the user or the machine - have the user log into a machine where things work - does s/he still have the issue? Log into the user's machine - ...

Yeah, you won't be able to, I think - the SelectRecord field is outside of the repeating group - there is no way to know which "Key Field" was selected. Do you own the database tables? Can another field be added to the table?

It almost sounds like you are using the same data connection for your dropdown as you are to pull back the data filtered on ID number - is that correct?
If so, you'd need to run your query again without the filter to get the full list of customers again - or use two connections to that data source - one that pulls all customers for your drop ...
