In infopath 2003, there is no option to make the whole view to read only at a time, we have to do for every control
This feature (making read only at vew level) is added in infopath 2007.

Sorry to disappoint you, and there is no other way to do this. In InfoPath 2003, we need to make each and every control is read only by selecting Read only in the Control Properties.
