I want to make forms that final users use to fill out the infomation, but I really don't want them to change other thing such as using the tool bar,  because  the forms left in user's computers, So, is it possible ?

Make sure that Enable Protection should be Selected.

Please follow below steps to do this.

Open Form in design mode.

Go to Tools -> Form Options -> Advanced.

In that Select Enable Protection under Protection.

this works on the 'design this form'   it disable that option,  but the top line menu is still there ,  and the user can design a new form through that , it may be a unreasonable asking to disable the top line menu like File ...  ,because the user has the rights?   is it possible to disable it through code ?  like in event.  and if we can do that , what will happen if it's online form by the Form service?

We can also disable the Save and Saveas and some options by following the below steps.

Go to Tools -> Form Options -> Advanced.

 Open Form in design mode.

1. Open the form in design mode.

2. Go to tools -> Form options -> Open and save.

3. Uncheck the check boxes in the Enable features section.

But one thing I did not understand is how the user can design the form(Using which menu option)?
