There are some configuration settings you should verify, both at the Farm level and at the Site level, that might prevent you from using a browser enabled form via Forms Services in a Moss Environment.
Here's a short checklist:
-
Ensure that MOSS Enterprise Features are enabled at the site collection level (from the top level site of the site collection, navigate to Site Settings -> Site Collection Features and activate the Enteprise Features, if needed)
-
Repeat the previous step scoped at the site level (navigate to the site you wish to publish / activate your form template into, then go to Site Settings -> Site Features and activate Ent. Features)
-
Ensure the form is browser compatible (which I think you already did, so ... just to provide a complete answer :-))
-
Ensure you publish the form leaving the "Enable this form to be filled out by using a browser" checked
Also, please note that you probably need to have session state enabled for your browser forms to function correctly.
You can do this by navigating to the Central Administration -> Application Management -> Configure Session State. Session state can be enabled only if you have configured a Shared Service Provider for your web application, so please also ensure you have SSP configured as well.
