"Web-Enabled" (also known as "Browser forms") refers to running InfoPath forms in the web page like you've said it. This is a good introduction on it:

Important points:
- Forms Server is a separate piece of software which is part of Sharepoint 2007 (also known as Microsoft Office Server System or MOSS).
- When a form is designed as "web-enabled" it can be either used regularly or deployed to the Forms Server-Enabled website (currently it MUST be running Sharepoint 2007)
- If a form is deployed to Forms Server, it can be filled out purely in the browser without requiring users to have InfoPath installed
- When deployed this way, users that do have InfoPath will have the forms open in it, otherwise it will display in the browser (you can alter this behavior to always have the form display in the browser)
- Important: forms that are designed to be web-enabled have many restrictions on them. For example, they cannot have task panes, many controls are not supported, only InfoPath 2007 OM is supported etc...
I hope this gives you an idea of what web-enabled forms are.
