Limit number of rows in repeating table

I have set up the below controls:

    • Application - drop down menu
    • RepeatingSection - a repeating section containing the Groups drop down menu
    • Groups - cascading drop down menu that changes depending on what's selected in Application

Basically what I want to do is exactly what's shown in this video: https://www.youtube.com/watch?v=BImvxV5YurQ

I was able to figure out the shrinking list, but I'm having trouble figuring out how to limit the # of rows.

I have set a format rule on the  RepeatingSection, where if the total occurrences = # of groups available for selection after picking the Application, then disable the control.

Problem is that once I hit the maximum rows allowed, I can no longer delete rows, contrary to what the video shows.

Does anyone have more insight to the issue? It would be really appreciated!
