Troubleshooting a form load event that is not firing

Summary: a workflow using InfoPath form for data gathering is encountering a problem getting the form load condition to occur.

The workflow - based on one of the SP2010 third party productions - has a series of steps in which tasks are assigned to process a request.

So, initially, a user starts the app, a form load event fills in some information, the user fills in the form, and presses a true IP2010 "Submit" button.

The XML is stored in a document library. The workflow engine crunches through the data contained in the ticket, makes decisions along the way, and finally generates a task assignment.

The assignee opens the form, form load rules set things up (puts this user's name info a field to log who is taking action), then the assignee fills out appropriate fields, and then presses a button. This button has code associated with it, that determines the next stage for the approval. The code sets things up and then invokes the save and submit function causing things to return to the workflow engine

The engine uses the information provided to determine the next assignee. A task is assigned. The assignee opens the ticket.

The form load rules do not fire - even though they should.

This is the first time the pre-filled form is being opened after a "Save and Submit" function was called. The previous time it was opened, it was following the press of a "real" Submit button.

Is there some other action that needs to take place in conjunction with the call to invoke the "Save and Submit function" , so that InfoPath will continue to perform the form load rules?

    Thank you
