Couldn't you stop them doing anything else, including switching views, if they didn't enter a proper person in the people picker?
The people picker has a property called 'Display Name' (not at my normal PC so i think thats it) so you add that as a pre requisite condition that allows you to do anything else in your rules.
Personally I pull out the display name into a different field although that's not really necessary
