Disabling a Repeating Action on a Form

    THE FORM

I have a Form with 2 views - Submit and Edit.

On the Submit View - people can enter data - on the Edit view they are limited to only edit a couple of fields.

In this form there are 2 repeating Sections - one allows the user to attach files.  The other allows the users to attach hyperlinks

    WHAT I SET UP

In the Edit View I have edited the repeating section properties and have de-selected the "allow users to insert and delete the sections" and "Show insert button and hint text"

I have also set up a rule to "Don't allow users to insert or delete this control"

    THE PROBLEM

It works beautifully for all of those forms that only have one file or hyperlink entered.    When I'm in the edit view I only see what has been inserted and I don't see either the "click to insert file/hyperlink." or the "click to add a new section"

However, if there are multiple items entered - although the "click to add a new section button is disabled" you see get the "click here to attach.."  file/hyperlink.

     ??  Help!
