When updating an administrator approved InfoPath form the deployment takes much longer on one server. We have 4 servers in our farm and the timer job that results from "Uploading a form template" in Central Admin completes in under 30 seconds on 3 servers. On the fourth server is takes from 15 to 20 minutes. All the servers are VMs with similar memory and CPU. The time job of the fourth server will spin at 12% of the CPU. The memory consumed by OWSTIMER.EXE stays constant.
I have cleared the timerjob cache on all servers and this does not help. Eventually the timer job completes. It just takes too long.
Any assistance on how to trouble shoot this would be greatly appreciated.
