    Is there a way to change the default timeout which is used to control how a tooltip for an InfoPath form field is displayed? (in particluar for forms displayed in a browser via the SharePoint InfoPath form web service)

    This is actually IE or your browser that is displaying the tooltip so InfoPath isn't responsible for the length of which the tooltip displays.  In any case, I'm not sure there is a way to actually increase the amount of time the tooltip displays.  Sorry couldn't be more help :(
