Allows users to update a form after submission

I have a form which is completed and submtited to a document library on SP2010 by users.  I need to be able to send the form back to the users to get them to update or change any incorrect data, however, the fields seem to be locked and they cannot change the data if I send them the form?

I hope it is not browser-based form?

Have you disabled for the library in question the necessity to be checked out for editing/updating?
Even if you did, the library items  still can be locked if someone has opened the library item

My best guess from the common sense

Generally, when a form is submitted to a form library, it is opened again from there - but you mention "sending" the form - are you manually emailing the XML back to the users? Forms can have read only views - any chance your form has some logic that is switching to a read only view?
