Say I have 3 to 4 sections and each section will have a permission to one group. first section is able to see by one group, the others should not be able edit, but can see the data filled-in.

Assuming that you have already defined a user group (under Data > User Roles), then you can add conditional formatting to the section, as shown in the attached screenshot.
