Hope this is possible.  I have a series of check boxes in one section of my form.  After the form is submitted, I want all of those checkboxes (or the entire section) to become read only.  Could someone please guide me.

Try this: Create a field in your form called "IsSubmitted", you can make it a boolean field and then set it's default value to "false". If you're using a button to submit, create a rule in that button to set the field IsSubmitted to "true". Then, add a formatting rule to the check boxes to disable if IsSubmitted = true.

So i am trying this approach and I still have to touch every field in a section to apply this rule? There is no way to set a rule on a section itself not each individual field?

Not for making things read only, no.
