Is there a way to set focus on the correct control?

On opening the form, it jumps to the last added submit button halfway down the page.

Right click. Properties. Advanced. Tab index. Set to 0 to let InfoPath decide or -1 to take out of tab sequence or to a number from 1 to n based on fixed order.

You can also use SelectText (code) or qRules SetFocus command (rule) to programmatically set the selection.
