On my form, you click a button and it sends the form to the manager, there should be more buttons to show that a manager will use, however after sending the form none of the buttons populate. What is the source of this problem?

 How is the form being sent? Via email? If so, I believe InfoPath sends the active view, in which case the other buttons might not be displayed. You'll need to set up rules that modify the view before sending the email.

 You'll need to verify each control's conditional formatting to determine which controls are hidden and which are displayed immediately before sending the email. An easy alternative is to have two sections: one for filling out the form, and one for sending email. When the user clicks to email, hide the first, display the second, then email.
