Here are my questions:

1) Currently our share point site in operating under MOSS2007 environment, I am developing an info path survey form that requires a multiple choice capability that responses needs to be group in one cell to be use for future query & search for certain information.     

The multiple choice capability in info path 2010 only supported in Share point 2010 version .....Is there any work around to this so it will also work in SP 2007

Our goal is to create a web base survey form that we can use to ask information to outside client, do we need provide access to our Share point to the external client  to answer the surveys in a web environment....

Even though you don't have a list box control in InfoPath 2003 and 2007, you can still do multiple selection. Here's a sample: http://www.infopathdev.com/files/folders/examples/entry66373.aspx

To enable external access, you can either setup anonymous access for SharePoint or create an extranet site. Another option is to just send the survey in email, but that would require having InfoPath installed.
