Saving a query into a combobox

I am trying to store a query result from a SQL database into a combobox field data (list box entries). It works fine as an external data source, but when I open the formit asks if it can connect to the server. When I created the data source I checked off: "Store a copy of the data in the form template."

InfoPath will try to connect to the server if it is online. That's default behavior.

To offline this, you'll want to take the data from SQL and place it in an XML file that you include in your XSN (as a resource). Then you won't have to worry about a reconnect on load. Of course, you won't get any updates either but that's the same behavior as you would get with your idea above.

How can I get the data into the XSN file?

If I've interpreted what you want correctly you'd place the data in an XML file somwhere on your computer then create a new data connection to receive data and choose XML file from the list of connection types.  You then browse to the file and it will be a linked resource to your template file.
