I created a template part with a webservice that is outof the box and when previewed it works. If I then create a blank form and try to add that template part i get this error message:

The control definition file does not have a valid format.

any ideas,

Hi,

Make sure that the template part file you are specifying should have valid format as .xtp extension files. 

Wondering if you found the solution, I'm having the same issue.
