    after i published the form on a sharepoint site, the users receives an error message that they don't have Ms .NET 1.1 Framework or some (PIA).

    is itt neccesary that the users have .NET Framwork installed?
    and/or InfoPath 2003 Toolkit for Visual studio.NET

    Yes it is necessary to have .net 1.1 framework if your solution has custom code.
    InfoPath 2003 Toolkit for Visual studio.NET is not necessary on the clients machine, if it is there on the developers machine it should work.
