I have created an InfoPath form. On the form the user has the option of selecting a check box for the different service(s) they would like to receive. Depending on which check boxes are selected, an email gets sent to the recipeint responsible for providing the service. Once the user selects the SUBMIT button to send the form. The request is sent to the selected recipient.

I have created an email data connection for each recipient. Can I create a RULE for the SUBMIT button and have that rule evaluate each check box to determine if the condition of the check box is TRUE. If the condition for that check box is true, that RULE gets executed.

Yes, you can.... http://office.microsoft.com/en-us/infopath/HA012073751033.aspx has some more information on this, but basically in your submit options, you can submit using rules. Then, just set up your rules with conditions, as you outlined in your post.
