Can you submit an Infopath from via e-mail to a user that does not have infopath?

Can you submit an Infopath from via e-mail to a user that does not have InfoPath installed?I use Infopath 2003 (sp1) and have started (slowly to use its power but as a none programmer) my company may be upgrading to Office 2007 and might not install InfoPath 2007 as default to all users.

I would like to continue to use what I am working on and I was under the impression that with InfoPath 2007 you could do this?

The only way to get around clients not having InfoPath installed locally is either to use Terminal Services or Citrix to host the application remotely or to use InfoPath Form Services so that a server can host the forms and render them in a browser for the users.

IPFS is expensive and requires the enterprise Sharepoint so you would have to find out if you will have this available.
