This is a feature of InfoPath 2007 and MOSS 2007.

Do you just want to show them a read-only view or you need them to interact with the data?

Obviously you have raw XML data but it is the template presentation that is the key so that it can be understood.

 They need to interact with the dat by adding it.
Actually, I need the form to connect to a list within SharePoint but that is the next step...

The users need InfoPath 2003 or you need MOSS 2007 and IPFS to web enable your forms.

Doesn't InfoPath automatically come with Office 2003 anyway?

Unfortunately InfoPath is only included in the enterprise version of Office. So it all depends on what you have licensed and deployed.

If they all have Infopath that makes it simple.

MOSS 2007 which requires IP 2007 to design the forms is the primary option.

You can try Qdabra's Form Viewer for basic forms in a web page and it works with IP 2003.
