VSTO creates the link for Visual Studio to do Office development. You just need to have it installed on the machine you will be developing on.

To create a new InfoPath template:

    1. Launch Visual Studio.
    2. Create a new project.
    3. In the New Project dialog box, expand either the Visual C# or Visual Basic tree.
    4. Select Office.
    5. In the Templates section, select InfoPath Form Template
    6. Fill out the Name, Location, etc boxes at the bottom.
    7. Click OK and follow the remaining directions.

    That should be it.
