How to disable submit and save for a form

I have a form designed in InfoPath 2003. This form is published to a SharePoint site. When this form is clicked on the SharePoint site, the form is opened in InfoPath.

The form is used for client to fill information. When all the information are filled, the client can click on a button to submit the change back to the SharePoint site. I can set the button disabled with Conditional Format if some fields are not filled. However, there is a Submit button on the InfoPath's tool bar. I think it can be used to submit partially filled the form. Is there any way to disable InfoPath's Submit button and any related save menu?

Under Form options you can set whether you allow save (locally by the user) and other exports and options.

Go to the Tools menu and Submit Options and you can remove the submit from the tool bar.
