I never used Infopath yet.
1. Could Infopath 2007 be DEVELOPp without using Office 2007?
2. Could Infopath 2007 be ACCESS without using Office 2007?

You can install only Infopath 2007 from the Office 2007 CD
You can access the Infopath from a browser if you only want to fill out the form , But to design you need to have Infopath 2007 installed
