When you change your "Regional and Language Options", explicitly decimal symbol from "." to ",", InfoPath does not draw controls in form, only add field to datasource.

Could you explain further the issue you're seeing? InfoPath should pick up the setting, though you may need to close all instances of InfoPath or even reboot Windows.
