I would like to build a workflow where a form once initiated by a staff member, is emailed to 2 (or 3) people for them to fill in their sections of the form. When these 2 (or 3) people have filled in their sections I would like these forms go to the final Authorisor to QA their intput. The output of the workflow that I would like to get is a single form with all the data. Is there a way to build this workfow using InfoPath?

You need take E-mail Submitdata connection to submit form to multiple users through E-mail.Look at the following link to add submit form through email:

Using merging option you can get all the data in a single form.
