I am attempting to auto-populate a report number text field based on the number of reports on a given date. The data in the form has to populate a SharePoint list after submission.

Example of report number= 2006.01.01.1 with the last number representing the actual report number for the date. So, if I have two reports in a given day- the second report number should be 2006.01.01.2

There is a column in SharePoint that keeps the ID. The problem is that you have to wait until the form is submitted to make sure that you are indeed 2 and not 3 (in case someone else submits before you do). I recommend submitting the form on open and then querying the SharePoint list to get the ID and autopopulate the field. That should work.
