InfoPath Dev

Hello, I have a user that is unable to click and open the attachment (chrome.html doc/see screen shot) attached to an infopath form. If clicked, it does noting... so I checked to see if there are rules but there are none. I have tried opening it in IE, Edge and Chrome but still no luck...Is there anything else I can check? Or can it be extracted?

If you open the XML in a text editor, you can see the base 64 for the file. I'm not sure if an online base 64 converter will decode that - because InfoPath adds some additional stuff at the beginning of the file. It can be done via code or PowerShell. If you want, you can attach the XML to a reply and I'll decode it for you. :)

Any idea what causes the attachment behave like this (unclickable)?

Nothing comes to mind - unless there was something wrong with the attachment or there is conditional formatting to prevent it from opening. I'm not familiar with "Chrome HTML Documents" so don't know what else it might be. Is that a common attachment type you have? Do they usually open?
