I need to be able to programmatically (using C# managed code) set an alert on a submitted form for a specific user.

My current form gets submitted and I need to set an alert on the form and need to direct that alert to one or more users depending on what state the form is in.

Is this possible? Should I start by looking at the Alert system object that SharePoint exposes?

OnSubmit handlers to do e-mail? SharePoint Notifications? Event handlers? These are three approaches that might help.
