I followed the steps on the link you shared. I copied the form draft out of Sharepoint 2010. I was able to publish it on Sharepoint 2016 and it worked. how to copy xml files in libraries, how can you tell me the simplest way to do this? libraries are kept in which folder in Windows Explorer? can you tell me the steps to do this?

Basically, you need to use Internet Explorer. Read the section titled "Moving or copying files with File Explorer" - it will have screenshots for all the versions.

You only need to copy the XML files, not any folders you may see in the library in file explorer.  

As you said, I opened the libraries with internet explorer and changed "href = "sharepoint library link"?>" address sections and copied the xml files to the new library. It worked, thank you. Some of the infopath forms I use use workflow, when I move forms that are workflow, workflows do not appear in sharepoint 2016. What should I do to make workflows appear and work?
