Why RichTXT Control cannot execute if blank Actions?

I have Rich text control on my form, I need to set some action if it is blank and other actions if it is not blank.

when it is originally blank the action happen correctly, and if I write something the action for not blank execute perfectly.

HERE is the problem: when it contains some words and I delete these words, this makes the Rich box empty! right !, the action for if blank doesn't re-execute, WHY?

Does anybody know why it behaves this way?

The rich text field is not actually empty. You can take a look at one of your XML files, and you'll see that once you've entered text and removed it, you'll see a
element. A possible work around would be to add another regular text field (doesn't have to show on the form) and then set it to a default value of the rich text field. When all text is removed from the rich text field, the text field will be empty, so you could put your rules on it instead. In the attached screenshot, field6 is a rich text field, and field7 is regular text with a default of the rich text.
