I need to design a document library that contains PDF files through upload or a new item, the documents should be identified by many columns and I need it to be recommended columns to fill. so i want to control adding item action in the document library to be through InfoPath form {or upload item}, Is that possible?

If you make columns in your document library required the user will have to fill them out when they upload a file.

Thanks for the reply, but this will open a form in a web browser to fill fields. I want this web-based form to be in InfoPath form with the certain layout and background and company logo. Is there a way to do that?
