    Rules or IF in Sharepoint?

The below formula works in Excel, however, will not work in either the SP column validation nor does it work in InfoPath.  I've tried several possible solutions as IF statements are not supported in InfoPath.  I realize Rules may work but I'm having issues trying to accomplish what I need it to do.  In short, I want my form field labelled Survey Status to reflect the below information based on the Percentage Completion field.  What appears would be easy to do, has proven the opposite, any help is greatly appreciated.

     =IF([Percentage Complete]=0,"Not Started",IF([Percentage Complete]=1,"Complete","In Progress"))

Right, no IF rules in InfoPath. In the form designer, add a rule on the percentage complete field. Set the target field to In Progress. Then add two more rules - one with the condition that percentage complete = 0, that sets the target field to Not Started, and a final rule, with the condition that percentage complete = 1, to set the target field to Complete. That way any time percentage complete changes, first the target field is set to In Progress, but if the percentage complete is 0 or 1, it will be reset to the correct status.
