Oh, maybe? I'd probably keep my pictures in a picture library that I knew everyone could access, add a picture control that uses a link, then set the link. You could have metadata in the pics library and use a secondary data connection to it in order to dynamically get the right pic, so you don't have to have a ton of rules. Here's a simple sample of hardcoded links. Save locally, right click & select design.
