In one of my forms I faced a very strange situation. I have 5 Repeating Tables in it and all of them have same or similar rules to prevent users to add or delete rows based on some conditions. 4 Repeating Tables work as expected, but 1 table does not  work. Even if conditions are met, users still can add and remove rows from it. Even if I insert another copy of this Repeating Table and uncheck "Allow users to insert and delete rows" from properties, users still can do this. Nothing helps.

 Has anyone faced such situation ?

So - I modified the "lock if top management" rule (changed it to set the color of the row instead of disable) since your SharePoint data connections wouldn't be loading for me, and when I set Beforehand Cost Status to Paid, the insert / delete function was disabled. I'm sure you've verified this - but maybe check that logic again and see if in your forms where you can still insert / delete that field does equal Paid?

Yes, Hilary. BeforehandCostsStatus is paid and as you can see the same rule is set for FlightDetailsRepeating and BeforehandCostsRepeating. I can't insert / delete rows in these tables, but in the same form I can do this for BeforehandPerDiem. Also even if I don't set any rule, but only from "Repeating Table Properties" just uncheck "Allow users to insert and delete rows", I still can insert and delete.

How odd - as I said, this doesn't reproduce for me.

As I see, you've tested this in filler. I just tried it in preview and it is working as expected.

In browser it doesn't work. 

Oh, I see - I missed where you said this was failing in the browser only? You may want to try temporarily moving it out of the section you currently have it in - see if that nesting is what is tripping up the browser, since the section is bound to a sibling node?

I added second copy of this Repeating Table to other sections or at the bottom of the form, but it was not working, since initial copy was remaining in that section. After your suggestion I moved initial table to the bottom of the form and it started working.

Then I moved the table back and it is working again. This is very strange. Now it is on the same section, where it was not working, but this time it is working.

Oh, great, glad that ended up working for you. Browser forms can get a little funny sometimes. :)
