i have got the form and saved it locally.I have opened it and checked in the designer check but the error remain same.

Looking at the URL you are using for the design checker verification, I'd guess that would be your current issue. Click Change settings at the bottom of the design checker and enter the URL to the site you are trying to publish to.

Not in the form you sent me. https://server/sites/_vti_bin/FormsServices.asmx is what is in the design checker. Given your publish location, I'd expect https://server/sites/apps/bbu/eco-dev/_vti_bin/FormsServices.asmx

If I changed the url to published location url then the following error is coming

Is this the same template I attached to various posts for you? Because the template you initially provided returned the same error for me until I renamed the manifest.

So, that is actually GOOD. It means the design checker is working, and returning warnings (not errors). You may want to try publishing that one and see if it opens in the browser.

If it were my form, I'd start by disabling all the form load rules & see if it opened w/out an error. If it does, I'd start slowly re-enabling rules to see if I could isolate the issue.

You have to try to figure out what the issue is. The error now tells you the current issues with your form - that the default values or rules are taking too long to process. If this were an on premises server, you might be able to make configuration changes, but this is Office 365, right? So you have to figure out how to fix your form. Have you tried what I suggested?

So - you disabled all your form load rules, and republished your form, and you get the same error? Do you have any fields with default values that have a large number of rules being run? I also noticed that your form template had a number of XML files for use offline (which a browser form will never be) - I wonder if removing those would help, as it would make the form smaller.
