I see what you are saying - I get the same error trying to create a data connection to that file. It seems like it would having something to do with the encoding - but your original forms had XML files with Russian letters, and IP let you create data connections to those! I mainly use Notepad ++ to create XML files, by the way, with the XML plug in. But your original form had XML files that worked - how did you create those?
