Yes, two tier approvals are easy to implement inside the form and using SharePoint workflow to handle the notifications.
You'll want to use a status field and set it to either Approval1 or Approval2.
The SharePoint workflow should have steps with conditions that check whether it's Approval1 or Approval2 and route accordingly.
You can also check in the form on load to verify that the user is in the correct tier approval group.
Not hard to do at all.
