I would like to change the default time from 12:00:00 AM on my date picker to 05:00:00 PM. Is there a way to do this?

The only way I can do it is to have 2 date controls fake (date), real (date/time) on the fake date control have a rule to set the real date control to the following concat(addDays(., 0), "T17:00:00")

Then you could remove the real date part of the control, to the human eye, it would look like 1 control.

 Thank you. Although I didn't use your exact methodology, it gave me a great starting point. Here's what I did: I added two date/time fields. First one I called Field 4 and the 2nd one was Due Date. I set a rule for when Field 4 was changed, it would use the addseconds funtion to bring up the due date. Then I hid the time part of field 4 and the date part of the due date field inside a section so to everyone else it looks normal. I think essentially we did the same thing. We just used different formulas.
