InfoPath 2010 Validation not Working As Expected

I have an issue with Validation in InfoPath 2010. I'm using IP 2010 with 2013 SP List. Below is step by step of the issue I'm encountering: I have 2 controls on a very simple form which are a (Radio Button Yes/No) for Functional Review and Review Approval (TextBox) What I want to accomplish is if "Yes" is selected in the form (Radio Button), then the User is Required to enter something in the Review Approval TextBox. So I created a Validation Rule on the TextBox. The validation rule I have is if FunctionalReview=Yes, then User is required to enter something in the TextBox. I have a message that displays "Rationale is required if Functional Review is 'Yes'" only if "Yes" is selected from Radio Button. When I preview the IP form and test the Validation, the Validation kicks in when "Yes" is selected from Radio Button, which is expected. However, when I enter something in the TextBox and click Save, it gives me an error stating "InfoPath cannot submit the form, because it contains validation errors. Errors are marked with either a red asterisk (required field) or a red, dashed border (invalid values)." As stated earlier, the expectation is that if "Yes" is selected from the Radio Button then the User is Required to enter something in the TextBox prior to clicking Save. If the User enters anything in the TextBox when "Yes" is selected, the form should allow the User to click Save instead of displaying a validation error. But when I enter some text in the TextBox I get the error previously described. Can someone tell me if I'm doing something wrong in the Validation? It does not make sense as to why this is happening.

     Hi,

I am not sure how you setup the condition for Validation rule, though let me share my sample.

I can get validation error message if and only if Functional Review is TRUE, and Review Approval is blank (see attached image)...  hope this helps...
