I am getting this error. But am able to retrieve XML data from the URL

What I was wondering is what happens if you try the URL with the filter in the browser. Did you try that? Didn't you already create a data connection in InfoPath to the REST service?

I used https://[server]/dor/OCG/_vti_bin/ListData.svc/Equipment_federal?$filter=substringof('", EquipmentSearch, "',DESCR) eq true

Now I am not getting any errors but filter is not working on Infopath

 I'm suggesting you try what you believe the output of the formula would be. So - something like: https://[server]/dor/OCG/_vti_bin/ListData.svc/Equipment_federal?$filter=substringof('Whatever the value of the Equipment Search field would be',DESCR) eq true

I'm sorry that I'm not explaining this in a way you can understand, but I don't know how else to explain it. I suggest you review some online tutorials for using SharePoint REST queries in InfoPath - maybe follow one precisely until you feel you understand the concept before trying to implement it in your specific form? 

Thank you very much. I did some small mistakes but finally I made it and its working fine. Thanks for you help. I need some other help below is my output. I have changed the repeating table data connection with REST web service. Now the drop down lists are not working(I created drop downs with sharepoint list data connection) how can I use REST web service drop down lists ? and my new filter is case sensitive how to make it non-case sensitive

You'll need to change your dropdowns to use your new data source I think? Not sure about the case sensitivity. Do you mean that the filter isn't finding items with a different casing than you are using in the REST URL?

yes filter is not finding lower case letters as my list data contains all in upper case

Yeah, I'm confused, sorry. Does your filter in your REST URL use lowercase and you need it to be upper case? I think there is a to upper in SharePoint REST. I have created another REST Data source to my other filters but only one filter is working. Like I created data source for wild card search field and equipmentName(drop down filter) when I try to apply both filters only one filter is working. If I remove DROP DOWN filter then the search filter is working fine and when two filters are added only drop down filter is working. Both filters are not working at a time. Can't we use two filters with REST data source. I didn't get this conflict when I used Sharapoint data source. Can I use different data sources on the same repeating table or can I implement this wild card search without REST data source. ? I used these formulas concat("https://[server]/_vti_bin/ListData.svc/Equipment_federal?$filter=(DESCR eq '", EquipmentName, "') eq true") for drop down list is it correct ?

Perviously I was used sharepoint list as the data source so I used REST web service for wildcard search in infopath. Now I am using sql server as data source so how to use this REST webservice. Or is there any other way to do the wild card search in infopath form.
