I have a form that contains a dropdown list with a list of locations.

When a user selects a location a mail is sendt to this location. this is set up by rules and data connections. 

there are more than 10 locations on the list this Means that we have created more than 10 rules and data connections.

Some times it happens that an email is sendt to a wrong email adress. Can this be due to too many rules?

 

Is there a better and safer way to set this up? Maybe by using a SharePoint list and a workflow?

I would not add a data connection for each email address. I'd use a field for the "To" in a single email data connection then form logic to set the "To" field based on selected location. I don't think you have too many rules - but you may have something else going on in your form logic that is causing the unanticipated behavior.
