Setting the value of a field, dependant on the values of two other fields, rules not working

Could you please assist me with this question? I'm sure I'm overlooking the obvious.

I'm trying to set the value of my target field 9Box(an editable text box) to a number between 1 - 9 using the values from two other dependent fields (drop-down boxes) called Impact and Imperative respectively. The selectable values in these fields are Low, Medium, and High. When I select Low for both fields and instruct both conditions in the rule to look for a "Low" value in the fields, the action should populate the target field 9Box to "1". The rule is currently on the Impact field and it only works with one condition, Impact is equal to "Low". When I add a second line to the condition using AND Imperative is equal to "Low", the target field 9Box is not populated. Lastly, when the 9Box field is populated and I deselect Impact and Imperative source fields, the value is not removed from the 9Box field. Has anyone experienced this issue? Thanks for any assistance you can provide.

The logic table is as follows:

Impact = Low AND Imperative = Low, 9Box=1

Impact = Medium AND Imperative = Low, 9Box=2

Impact = High AND Imperative = Low, 9Box=3

Thank you Reema. I apologize for not mentioning that I am running InfoPath 2010. Could you please provide a copy of your file for InfoPath 2010 to be downloaded?
